Gram Sabha / Ward Sabha

All persons whose names are included in the electoral roll of a village within the territorial jurisdiction of a Gram Panchayat constitute the Gram Sabha of that village.

Likewise, every voter in a ward of a Municipality is a member of the Ward Sabha of that ward.

Every voter in a ward of a Gram Panchayat is a member of the Gram Sabha of that ward. Similarly, every voter in a Municipal ward is a member of the Ward Sabha.

Convener

Ward Members serve as the Conveners of Gram Sabhas, while Ward Councillors serve as the Conveners of Ward Sabhas.

If the Convener is unable to perform the assigned duties, the Head of the Local Self-Government Institution may appoint a member from the adjacent ward as the Convener.

Chairperson

The President of the Gram Panchayat presides over the Gram Sabha, while the Municipal Chairperson presides over the Ward Sabha. In their absence, the Vice President or the Convener shall preside over the meeting.

Convening the Meeting

The responsibility for convening Gram Sabha or Ward Sabha meetings rests with the Ward Member who serves as the Convener.

QuorumThe quorum for a Gram Sabha / Ward Sabha meeting is 10% of the total registered voters.
Adjourned MeetingIn a reconvened meeting, the quorum shall be 50 members.
Special MeetingIf 10% of the voters submit a written request, a special meeting shall be convened within 15 days.

Coordinator

An officer designated by the Gram Panchayat or Municipality shall act as the Coordinator of the Gram Sabha / Ward Sabha and assist the Convener in conducting its functions.

Questions & Suggestions

Members have the right to submit questions and suggestions in writing either before or during the meeting.

Resolutions

Resolutions on matters falling within the jurisdiction of the Gram Sabha or Ward Sabha may be passed based on the decision of the majority of members present.

Powers and Responsibilities

  • Assist in collecting information required for preparing development plans.
  • Determine priorities for development projects and programmes.
  • Provide support and voluntary participation in development activities.
  • Recommend suitable locations for the installation of public facilities such as street lights and public water supply systems.
  • Examine estimates and expenditure related to public works and maintenance activities.
  • Monitor and assist Beneficiary Committees in implementing development programmes.
  • Collect information regarding works and development activities to be undertaken in the area.

Grama Sabha / Ward Sabha

The Grama Sabha of a village consists of all persons whose names are included in the electoral roll for that village within the area of a Grama Panchayat.

Similarly, a voter in a ward of a municipality is a member of that Ward Sabha.
