Based on the 73rd Constitutional Amendment Act, the Kerala Panchayati Raj Act, 1994, and subsequently the three-tier Panchayat system came into existence in Kerala. Grama Sabhas under the Panchayati Raj Act became the foundational cornerstone of democracy.

The Grama Sabha is the general assembly of all voters in a ward. Through Grama Sabhas, every citizen obtained direct participation in governance. With the emergence of the People's Planning campaign, it became an institution that citizens constantly interact with for essential services and assistance concerning them, as much as for governance itself.

The duties and responsibilities of the Grama Panchayat are defined under the Panchayati Raj Act. The services to be delivered to citizens by the Grama Panchayat are mentioned in the Third Schedule.

However, a majority of citizens are unaware of the services available to them from their Grama Panchayat and attached offices, as well as the procedures, conditions, and timelines required to obtain these services.
